municipal law seminar attended

Together with the mayor of Monakam Frank Gottschalk I attended a seminar last Friday of the management school of the Municipalities in Baden-Württemberg on municipal law in Altensteig-Wart.

The teacher took us to the basics of a local government and enlightened us about the rights and obligations of the municipal and village councils. Among those of interest were the boundaries between the responsibilities of the council and the mayor. For example, the mayor is always subject to directives in all tasks in charge. The council, however, is basically responsible for all independent public duties. Differences between the independent public duties in the so-called voluntary tasks (eg, sports sponsorship or library) and in the tasks to be without instructions, for example in the fire department or school.

Extensive lecturer spoke of the also on the broad municipal council and committee meetings. Here, he reported numerous examples from practice. Thus, council meetings are often not performed in public, although the conditions were not met.

The seminar has been very informative and enlightening. I took some ideas and a lot of knowledge I can use in my work as a good council and implement.
